By default, Windows 11 requires you to log in with a Microsoft account during the initial setup process, also known as the Out-of-Box Experience (OOBE). This requirement is part of Microsoft’s push to integrate your account across devices for benefits like syncing preferences and settings. However, not everyone wants or needs to use a Microsoft account for their PC.
There are many reasons to skip the Microsoft account login. You might be setting up a child’s computer, preparing a device for resale or donation, or simply prioritizing your privacy. Whatever the reason, it’s possible to install Windows 11 with a local account instead. Below are two effective methods to do this:

2. Creating a Modified USB Installer with Rufus
These methods have been tested on the latest major Windows 11 release (version 24H2) and work as of now. Let’s dive into the steps.
Method 1: Bypass the Microsoft Account Requirement During OOBE
This method works whether you are performing a clean install of Windows 11 or setting up a new store-bought PC.
1. Begin the Installation Process
Follow the Windows 11 installation steps until you reach the “Choose a Country” screen.
2. Open the Command Prompt
Press Shift + F10 to launch the command prompt.
3. Disable the Internet Requirement
Type OOBE\BYPASSNRO and press Enter. This command disables the system’s requirement for an Internet connection and reboots the PC.
4. Disconnect from the Internet
After the reboot, press Shift + F10 again and type ipconfig /release, then hit Enter. This disconnects your device from the network. Alternatively, you can physically unplug the Ethernet cable if applicable.
5. Continue Installation
• Close the command prompt and proceed with the setup.
• When the “Let’s connect you to a network” screen appears, select “I don’t have Internet.”
• Click “Continue with limited setup” when prompted (or proceed directly if the option doesn’t appear).
6. Create a Local Account
• Enter a username when prompted, followed by a password (optional, but recommended).

Method 2: Use Rufus to Create a Modified Installer
This method is perfect for a clean install and ensures the Microsoft account requirement is bypassed automatically.
1. Download and Install Rufus
Get Rufus (a free tool) from its official website.
2. Create a Bootable USB Drive
• Insert a USB drive (8GB or larger) and launch Rufus.
• Select the Windows 11 ISO file. You can download the ISO from Microsoft’s website.
3. Modify Installation Options
• In Rufus, select the option to remove the requirement for a Microsoft account and Internet connection during setup.
• Create the bootable USB installer.
4. Install Windows 11
